Development occurring in such areas will also be assessable against the Biodiversity, Waterways and Wetlands Overlay Code. * Overlays provide a trigger for consideration of an overlay issue to be verified by further onsite investigations. * In certain circumstances preexisting development approvals may override the operation of an overlay.
